I failed my smog test?

My 2001 Cadillac deville just failed the smog test. It said it was the vehicle failing the MIL/check engine light test due to failure to successfully complete all OBD self tests.Also the OBD diagnostics said the Catalyst was not ready and the evaporative system not ready. Can anyone explain this to me and suggest what I should do? Thanks
