You need to sign him up for the cles. Sometimes my puppy does that too and my trainer told me couple things to correct the issue. It might also be your dog was playing with an aggressive dog and picked up the same behavior. Try to avoid meeting with aggressive dogs when you take him out for a walk and get some help from the trainers. Good Luck.
