In SC pain. was get 6 hydrocodone&2 Avinza,new doc says max is 4 to get avinza need op. what's the law?

I suffer from incurable, inoperable chronic pain. My GP was prescribing Vicoprofen every 4 hours and Avinza twice a day. She referred me to a rhuematologist who cut me from 6 to 4 a day and cut out the Avinza. He said the law was such that the max was 4 a day. In order to get the Avinza I would have to have an operation. What really is the law in the matter. i think the doctor is lying.
